参数

chat_id	Integer/String	是	目标聊天的唯一标识符或用户名
sender_chat_id	Integer	是	要禁止的频道的唯一标识符

成功时返回 Boolean 值 true。

错误码	描述
400	请求参数错误，如缺少 chat_id 或 sender_chat_id
401	Token 无效或已过期
403	Bot 没有管理员权限或没有封禁频道的权限
404	聊天或频道不存在
